Oxfam is one of the world’s leading International Humanitarian Agencies, assisting people affected by poverty, natural disasters and conflict throughout the world. With over 5,000 staff and dedicated volunteers in more than 90 countries, Oxfam is able to achieve the greatest impact to alleviate poverty and suffering through combining emergency response work, long-term development programmes, and campaigning for lasting change.

Oxfam has been working in Nepal since the 1980s, addressing the poverty and injustice faced by women and other socially excluded groups. Since April 25, 2015 Oxfam is also implementing Earthquake Response Programme. Oxfam is responding in these areas: Gorkha, Nuwakot, Dhading, Sindhupalchowk, Kathmandu, Bhaktapur and Lalitpur. We are urgently looking for dynamic team players in the following positions for our response programme.

 District Programme Support Officer

Level: D1

Duration: One year fixed term contract until March 2017

Location: Kathmandu Valley

OXFAM PURPOSE: Oxfam works with other to overcome poverty and sufferings.

TEAM PURPOSE: To contribute the emergency earthquake response programme integrating Disaster Risk Reduction (DRR) and management by identification, evolving and building capacity of partners with providing coordination support for effective  pprogramme activities delivery.

JOB PURPOSE: Facilitate the implementation of the earthquake response Programme. In line with Oxfam’s Strategic Change Objectives (SCOs) 3.1.  The District Programme Support Officer shall lead coordinative functions to implementation of the project.


Post holder reports to:  Programme Manager, Kathmandu Valley

Staff reporting to this post: Non


  •  Delegated authority to supervise junior staff and/or volunteers and delegated projects/activities.
  •  Problems vary and include a combination of routine and some complex.
  •  Work pattern is a mixture of reactive and project work.
  •  Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team.
  •  Communication is largely with internal staff, (including internationally) also with some external contacts and target audiences to support operational work.
  •  Analysis and communication of some complex information at a simple level is required to a wide audience to promote and influence.


The main responsibilities of District Programme Support Officer will be supporting the programme implementation, managing local partnerships, representation and coordination at District level

Under Programme Implementation, she/he will undertake the following main tasks:

  •  Together with the Program Manager and the technical team, ensure the program implementation in the district.
  •  Coordinate with DDRCs and other sectoral government and non-government institutions and ensure overall implementation of the earthquake response in the identified project areas,
  •  Conduct regular review meeting with partners,
  •  Ensure progress reports  from partners on agreed time
  •  Conduct monitoring visits to the project areas as planned,
  •  Supervises the work of partners for quality delivery
  •  Together with the technical team leader; ensure the distribution work in Kathmandu valley.
  •  Ensure regular update of distribution progress  and plan  from partners
  •  Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area
  •  Some negotiation and representation with local authorities
  •  Networking with peers to develop a shared analysis of local issues, contacts and key players

 Under managing partnerships, she/he will be responsible for the following main tasks:

  • Identifying the partners for possible collaboration in relief and rehabilitation phases, according to the Oxfam standards and procedures.
  • Significant work to identify, establish and maintain contacts with the local partners for ensuring meaningful engagement of Oxfam in field area.
  •  Ensuring that the project activities are in line with Oxfam response strategic plan.
  •  Building capacity of partners in implementation of relief phase.
  •  Support to partner in social mobilization works
  •  Streamlining the partner’s work and documentation in a way that partners appreciate the contribution.
  •  Ensure recovery and rehabilitation project activities are delivered in integration with DRR.
  •  Support partners to address dimensions of sustainability while initiating to mainstream response and DRR projects into sectoral government periodical program and plans.
  •  Any other work assigned by the line manager.

 Under representation and coordination, she/he will undertake the following main tasks:

  • Coordinating activities of with different relevant stakeholders.
  • Update the status of response carried out by different agencies including gaps and streamlining information flow from the field to the Programme Manager.
  • Representing Oxfam at different platforms at local and district level, promoting collaboration and coordination, whenever required.
  • Coordinating and facilitating the visitors to Oxfam’s projects as well as visits to partners.

Security management involves the following main tasks:

  • Implement security guidelines, according to the updated Country Security Management Plan, issued by Country Representative
  •  Monitor, assess and analyse security and regularly update the staff and the country office management
  •  Provide security incident reports as needed.


  •  Preferably Masters degree with 3- 5 years proven experience of projects preferably on DRR.
  •  Proven project management and partner management skills
  •  Fluent written and spoken English; report writing skills and experience.
  •  Ability to analytically view, monitor and evaluate the projects and report on the projects in a timely and professional manner.

  Gender Officer

 Level: D1

  Duration: One year fixed term contract until March 2017

  Location: Gorkha

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering


Ensure the protection of rights and needs of women and girls and men and boys are met in the humanitarian response.

(Building on Oxfam’s commitments as outlined in the Oxfam Strategic Plan this response is being designed and will be delivered ensuring that women’s rights and protection guide and inform our programme choices)


To support the Nepal Response Team in response operation area in enhancing their capacity to meet the Minimum Standards on Gender for Humanitarian , so that the different needs of men, women, boys, and girls affected by crisis can be addressed.


Post holder reports to Area Humanitarian Programme Manager (APM) for operational Management and to Gender Partnership Coordinator for technical matrix management.


  •  Required to make sound judgements regularly within agreed processes using a good understanding of the team, the community and the context
  •  Work patterns are mainly routine but become high-pressure during emergency times
  •  Communication and Coordination with response team in concerned location,  Country Team, Gender  Advisor, and with external contacts / target audiences to support operational work.
  •  Analysis and internal communication of the local and wider context to inform appropriate planning and implementation of the humanitarian programme
  •  Monitoring the regular response work for effective delivery for putting women rights into response operations in location.
  •  Negotiation and representation with authorities and other humanitarian stakeholders

 Key Responsibilities

  • Work withe humanitarian feild teams to ensure access of women at risk to Oxfam’s response, recovery and rehabilitation work.
  •  Work within the PH and EFSL teams as a team member to better understand the gender concerns from a programmatic perspective, taking into account the needs of men, women, girls and boys.
  •  Work alongside the programme teams to familiarise Oxfam’s principles and approaches to gender equality to achieve gender minimum standards, taking into consideration the local context and appropriate response.
  •  Build the capacity of women within the community to facilitate their participation and leadership role in emergency management.
  •  Mentoring and coaching Oxfam programme teams and partner staff in gender and safe programming.
  •  Lead in integrating gender into MEAL processes in operation area; setting of specific indicator for process monitoring and follow up that, advising team in getting gender specific information through spot monitoring and Post Distribution Monitoring ( PDM) process, initiate innovative documentation process to capture learning and changes, support team to get sex and gender disaggregating data.
  •  Maintain relationship with partners and allies among the women’s organizations, both to support them in communicating to the rest of the organization policy or other emerging issues, and to promote their participation in coordination systems at the local level
  •  Act as a focal point/representative on Gender in Nepal Response by Oxfam in operation area for enhancing sharing, linking and learning process with field teams, relevant technical/thematic issues, as well as coordination with external concerned people and authority.
  •  Be an active member of Oxfam’s humanitarian response team; participate in appropriate staff meetings and planning sessions.
  •  Other tasks as necessary in agreement with reporting manager

 Skills and Competence


  •  Bachelor degree in related field. Preferred expertise in Gender Studies and Social Science.
  •  Should have at least 3 years of experience in related field.
  •  Demonstrated experience working on gender issues in humanitarian and early recovery contexts.
  •  Proven experience of successful capacity-building of field staff and partners.
  •  Proven skill in collecting critical information and analyse information in 1s Phase of emergency.
  •  Strong communication skills, Good levels of spoken and written English. Complete fluency in Nepali
  •  Genuine commitment to a rights-based approach, gender equality and protection.
  •  Proven analytical and strategy development skills. Understanding of monitoring processes, learning, adaptation and evaluation.
  •  Ability to work in multi-cultural team across different geographical locations, including providing remote support to field teams/partners when required.
  •  High level of adaptability and initiative.
  •  Willing to travel to remote field areas for regular support to programme teams.
  •  Willing to deploy to take part in emergency assessment team where required.


  •  Understanding of gender issues in WASH and EFSL – with a particular emphasis on Cash Transfers, Social Safety Nets, DRR and CFW.
  •  Strong understanding of protection issues as related to conflict including IHL and key protection standards such as Sphere Protection Principles and ICRC Protection Standards.

Partners’ Capacity Building  & Finance Monitoring Officer

 Level: D1

 Duration: One year fixed term contract until March 2017

Location: Kathmandu

OXFAM PURPOSE: To work with others to overcome poverty, stress and suffering

JOB PURPOSE: Responsible for delivering financial management related training, coaching and mentoring to OGB partners’ finance and non-finance staff, support partner for ensure full compliance to Oxfam procedures and provide at establishing a sound internal control system in Oxfam Nepal programme implementing partners. Contribute in reducing Oxfam’s financial and reputational risks through regular financial monitoring and building partner NGOs’ financial management capacity.


Post holder reports to: Response Finance Manager

  • Demonstrate a combination of comprehensive and technical finance ability to handle the partner NGOs’ finance management, organisational development and strengthen corporate governance,
  • Holds higher level of experience in partner’s capacity building, mentoring, couching, training or breadth across the finance function,
  • Anticipates and interprets financial information of partners to identify inconsistencies and irregularities in the partners organisation and recommend appropriate action if any
  • Interacts with partners, resolves financial queries, and is responsible for producing the country accounts, providing regular financial information to internal and external recipients on a wider range of more complex issues and with a higher degree of autonomy,
  • Contributing to drafting partners guidelines, policies,  procedures and strategy
  • Analyse and interpret partners and programme/project budget critically and provide corrective feedback,
  • Contribute to solve/address problems, provide mentoring and guidance as/if require, regarding the partners’ management issues,
  • The role requires the ability to analyse and communicate complex financial information at a simpler level to non-finance staff,
  • Manages own time to achieve team and/or country objectives,


 Finance Monitoring

  • Contribute in maintaining a high level of accounting standards and procedures at Oxfam partner organizations’, ensure its effectiveness,
  • Visit field regularly (at least 50% time) to monitor partners’ financial performance and prepare financial monitoring reports,
  • Provide management information and update it to respective Programme Coordinators, Finance Coordinators and Programme Manager, as and when required,
  • Identify and support training requirements for the professional delivery of financial controls,
  • Review the partners annual financial performance in line with allocated resources, targets and budgets,

 Capacity Building

  • Design and deliver finance management training to the partners’ finance non-finance personnel as part of their capacity development process,
  • Support partner NGOs for organisational development, financial management capacity building and strengthen corporate governance system,
  • Support and ensure that Oxfam Partner NGOs policy and guidelines are adequate and updated to meet the minimum standard in the change context
  • Contribute to prepare procedures and guidelines at partners in view of the local context as and when required,
  • Provide regular coaching to partners’ finance staff as part of the capacity development
  • Support to ensure that Oxfam partner are able to comply with all reporting requirements according to professional standards within the organization as well as to government, regional centre and donors.

 Managing Risk

  • Conduct partner’s capacity and risk assessment (PCRA) of OGB partners and prepare reports along with improvement plans,
  • Support to ensure implementation of financial management best practice (e.g. practices that promote cost effectiveness) and Oxfam partnership policy at Oxfam and partners level.
  • Support partners to identify irregularities and exercise necessary controls to ensure that deviations and are highlighted as soon as possible
  • Review/analyze the partner’s quarterly financial report, and ensure the reports are in line with Oxfam’s reporting requirements for timely disbursement of grants to partners,
  • Support Finance Coordinator in planning, organization and execution of the statutory requirements and audits
  • Ensure partner NGOs statutory requirements are met on time.
  • Formulate a learning and development strategy and action plan that meets the needs of partner NGOs, organisation priorities and Oxfam’s risk reduction plans.
  • Provide support to programme team during emergency by undertaking additional functions as delegated by the line manager.

 Planning and Budgeting

  • Demonstrate a high level of finance expertise in  supporting  programme team to prepare programme plan and budgets,
  • Support programme team to identify the implication of exchange gain or loss in the project


  • Professional degree in accounting / finance from a reputable institute or equivalent professional qualification from a professional accounting body – E
  • Familiar with Nepal/Internal Audit Standards with big four firms – E
  • Minimum 3-5 years of expeirence in relevant field – E

 Finance Officer (Transaction)

 Level: D2

 Duration: One year fixed term contract until March 2017

 Location: Kathmandu

 JOB PURPOSE: Support to manage and deliver the specific finance function smoothly for running the operation.

  • Manages resources for defined areas of responsibility.
  • Resolves day to day problems.
  • Manage time to support the programme teams for financial support.
  • Work closely together Finance and programme to achieve desired results in best manner

  • Handling wide ranging queries from internal and external sources (with support from Finance Coordinator), including providing detailed information,
  • Interprets financial information of Oxfam and partners and reports to Finance Coordinator

  • Payment  Processes and Supporting on Bank and Cash Management
  • Ensuring the payment is processed on time, with proper input of account codes, analysis code, project and contract details
  • Ensuring that the bank and cash vouchers are authorised by the approved personnel with their signatory approval limit
  • Ensuring that the supporting documents are duly attached and filed for the purpose of future reference.
  • Preparing Offline Journal Uploads for submission for the further checking processes
  • Coordinating with the finance team for proper functioning of the the finance team
  • Posting the checked offline journal uploads into the online PS General Ledger system on a weekly basis.
  • Preparing Bank Reconciliations before posting the offline journal uploads to ensure the bank book matches the bank statement.
  • Safeguarding the cheque and bank letters in the finance department for maintaining safety of cheques
  • Ensuring that the cash is well managed and securely maintained in the finance department.
  • Ensuring that the regular top up is maintained in the bank for regular transaction in the finance function.
  • Working closely with the bank for regular banking transactions  and for any other updates
  • Providing the payment updates and the payment process details to the stakeholders as and when required.
  • To submit to Finance Co-ordinator monthly cashbook / bankbook, in a timely manner and as per agreed deadlines, for review, sign off and onward submission to Country Office
  • To ensure that financial transactions are accompanied by appropriate and relevant supporting documentation dually signed and authorized by relevant Program Manager / budget holder .To review financial supporting documentation for integrity, accuracy and completeness before transaction is processed  for payment
  • Manage time and prioritise the task in order to complete the given duties on time.


  • Coordinating during the audit period for ensuring that the documents so required for the audit are available on time.
  • Ensuring that the documents are updated with the PAID stamp affixed before the filing is maintained.
  • Ensuring that the documents are filed in the auditable mode with proper coding which is accessible to the finance team
  • Working closely with the staff float and vendor payment settlement to update on the payment process and ensure that there are no delays with staff float settlement and vendor payment.
  • Regular coordination on the Finance Assistant for Cash Management and conducting routine cash counting to ensure smooth functioning of the cash in the Finance, viz  management for regular cash top up for smooth functioning of the finance function.
  • Participates actively as a member of the country finance team and the wider business support team contributing to organizational strategy development, implementation and achievement.
  • Provides covers for Finance Assistant as and when required


  • Prefarably Masters Degree with 3-5years experience in I/NGO especially in Finance and administration management experience.
  • Sound accounting qualification and appropriate experience
  • Computer literate- good level e-mail and work plus advanced excel skill
